Safe & Smart City
Systems that make a city
safer and easier to run.
We work with agencies and operators on the infrastructure, sensors, and software a modern city runs on, from the meters in the ground to the command centre that watches over them. Built for the public sector, with the resident on the other end kept in view.
The practice
A city is many systems that have to act like one.
Traffic, water, energy, safety, and public services usually run on separate systems bought at different times. Our Smart City and Public Sector practice connects them so an agency can see the whole picture and act on it. We plan the work against real budgets, build it to public-sector security standards, and stay on to run it. Highbrow has delivered for the public sector since 2011, with teams in the United States, India, the United Kingdom, and Singapore.
What we work on
Seven areas, one connected city.
Smart infrastructure
Connected assets
Roads, water, lighting, buildings, and the networks that tie them together. We help agencies plan, instrument, and run the physical systems a city depends on, and keep the data from them in one place instead of a dozen.
IoT and sensor networks
Devices and data
Sensors generate readings around the clock. We design how they connect, how the readings move, and where they land, so the numbers stay clean and usable rather than piling up unread.
Public safety
Emergency response
Systems for dispatch, incident tracking, and field coordination. We build the tools that let responders see what is happening and act on it, and connect the agencies that have to work together during an incident.
Transportation and mobility
Traffic and transit
Traffic signals, transit operations, parking, and tolling. We work on the systems that move people through a city and the data that shows where the delays are, so planning decisions rest on what actually happens on the street.
Utilities and grid
Energy and water
Metering, outage tracking, and the operational systems behind energy and water. We connect field data to the control room and help utility teams find problems before residents have to report them.
Citizen experience
Public services
Portals, service requests, and the channels residents use to reach their city. We build the front doors to public services and the workflows behind them, so a request goes somewhere and gets answered.
AI-driven command centres
Operations and decisioning
One place to watch what is happening across departments, with alerts surfaced and routed to the right team. We bring data streams together and apply AI where it helps an operator decide faster, not where it adds noise.
How we work
From assessment to operations, in steps a public budget can follow.
Assess
What you run today, what it costs, and where the gaps are before any new system is bought.
Plan
A roadmap tied to budget cycles and the outcomes residents will actually notice.
Build
Implementation by teams who have stood up public-sector systems, with security built in from the start.
Integrate
Connected to the systems already in place across departments, not bolted on beside them.
Operate
Support and managed services after go-live, so the system keeps working past launch day.
Delivery models
We staff the work the way the program needs.
Public-sector programs vary in what they can place onsite, what fits offshore, and how much overlap a team needs with city working hours. We deliver from offices in Cary, North Carolina, Chennai, Singapore, and London, and set the model to the work rather than the other way around.
Onsite
Teams that sit with your departments, in your buildings, for work that needs to be close to the people who run the city.
Offshore
Delivery from our Chennai centre, where a large share of build and support work runs at a steady cost.
Nearshore
Time-zone-aligned teams for agencies that want overlap with their own working hours and faster turnaround.
Hybrid
A mix of onsite, offshore, and nearshore, set to the parts of the program that need each, not a single fixed shape.
Why agencies work with us
Built for systems the public depends on.
Public systems carry resident data and run services people rely on, so security and continuity are not optional. We hold ISO 27001 and SOC 2, draw on a network of more than 10,000 vetted specialists, and back this practice with five Centres of Excellence across the firm.
